The role serves as the first-level HR control point, ensuring accuracy, completeness, compliance, and timely execution across HR functions. The position also provides guidance to HR team members on labor law, employee relations, HR procedures, and operational issues, while supporting team supervision and coordination.
In addition, the position is responsible for the full scope of Learning & Development (L&D) and Training, from training needs analysis and annual planning through implementation, evaluation, reporting, competency development, and training compliance.
Key Responsibilities1. HR Operations Support & Process Verification
- Support the HR Manager in overseeing and coordinating day-to-day HR operations and team activities.
- Conduct first-level review and verification of HR processes, documents, reports, and team outputs before submission to the HR Manager.
- Verify information for accuracy, completeness, consistency, supporting evidence, approval authority, and compliance with company procedures.
- Review HR documents including employee movement, payroll-related documents, recruitment documents, offer information, memos, announcements, warning letters, employee letters, reports, and HR forms.
- Identify errors, missing information, or process gaps and coordinate with responsible team members for correction before final submission.
- Monitor HR workflows, pending items, deadlines, and departmental action plans to ensure timely completion.
- Support the HR Manager in monitoring HR KPIs and operational performance of the HR team.
- Ensure HR processes are performed consistently according to HR policies, company regulations, SOPs, and approval procedures.
- Identify operational risks and recurring errors and recommend preventive actions and process improvements.
- Support HR audits and prepare/review HR documents and supporting evidence for internal, external, customer, and certification audits.
- Support HR process improvement, digitalization, automation, and AI initiatives.
- Act as the HR Manager's backup/coordination point for operational matters when assigned.
- Labor Law, Employee Relations & Team Support
- Maintain good working knowledge of Thai Labor Law and relevant employment regulations.
- Provide preliminary advice to HR team members and employees regarding HR policies, company regulations, labor practices, and employee-related matters.
- Support the HR Manager in handling Employee Relations (ER), disciplinary cases, grievances, attendance issues, misconduct, and employee concerns.
- Review supporting information and documentation for warning letters, disciplinary actions, termination, resignation, and other employment-related cases before submission to the HR Manager.
- Ensure HR actions and documentation are consistent with applicable labor laws and company procedures.
- Coordinate with relevant departments to gather facts and supporting evidence for employee relations cases.
- Escalate high-risk, sensitive, or complex employee relations/legal issues to the HR Manager.
- Provide guidance, coaching, and day-to-day support to HR Officers.
- Monitor the quality and completion of work assigned to HR team members.
- Help establish working standards, checklists, and control points to reduce errors and improve HR service quality.
- Learning & Development / Training – Full Scope
- Manage the full scope of Learning & Development and Training activities for the organization.
- Conduct Training Needs Analysis (TNA) with each department.
- Develop the Annual Training Plan and Training Calendar based on business requirements, competency gaps, and departmental needs.
- Prepare and control the annual training budget and monitor actual expenses against budget.
- Coordinate In-house, Public, OJT, Technical, Leadership, Soft Skills, Mandatory and Compliance Training.
- Source, evaluate, and coordinate with training providers, consultants, and external instructors.
- Coordinate internal trainers and support the development of training content/materials.
- Manage training schedules, invitations, attendance, facilities, training documents, and related logistics.
- Monitor training completion and conduct Training Evaluation / Training Effectiveness Assessment.
- Maintain Training Records, Training History, Training Matrix, Skill Matrix, and Competency Records.
- Prepare monthly and annual Training Reports, Training KPIs, Budget Reports, and L&D Analysis.
- Support Competency Development, IDP, Career Development, Talent Development and Succession Planning.
- Coordinate requirements and documentation with the Department of Skill Development (DSD).
- Ensure training activities and records comply with applicable legal and company requirements.
- Support training-related requirements for IATF 16949, ISO, customer audits, and internal/external audits.
- Identify opportunities to improve L&D through digital learning, HR systems, automation, and AI.
- Evaluate training results and recommend development actions based on business needs and skill gaps.
Qualifications
Bachelor's Degree in Human Resources, Business Administration, Psychology, Organizational Development, Law, or related fields.
- At least 5 years of HR experience, preferably with experience at Senior Officer / Supervisor level.
- Strong hands-on experience in Learning & Development / Training.
- Good practical knowledge of Thai Labor Law, Employee Relations, and HR Operations.
- Able to review and verify HR documents/processes with strong attention to detail.
- Able to provide preliminary HR advice and supervise/guide team members.
- Knowledge of TNA, Training Plan, Training Matrix, Skill Matrix, Competency and Training Evaluation.
- Experience with Department of Skill Development (DSD) requirements.
- Manufacturing / Automotive industry experience is highly preferred.
- Good analytical, problem-solving, coordination, and communication skills.
- Good command of Microsoft Office; experience using HR systems, AI, or digital tools is an advantage.
- Good command of English.
