About the role
The Health, Safety and Environment (HSE) Officer acts as the Registered Company Safety Officer and assists the QHSE Manager in maintaining a strong safety culture and professional workplace. The role is based at Sattahip Head Office and project sites, with responsibility for implementing and maintaining HSE management systems, conducting inspections, managing compliance, and coordinating HSE activities across the organisation.

are those normally and reasonably associated with the employment as HSE Officer for the Company. These
responsibilities include
but are not limited to:
- Have experience with integrated Management Systems (IMS) consisting of ISO 14001 & 45001.
- Work closely with the QHSE Manager to maintain a strong safety culture and professional workplace.
- Adhere to BOL's Quality, Health, Safety and Environmental Management System policies and procedures.
- Ensure all HSE-specific procedures, work instructions and formats are suitable for use and updated.
- Regularly join toolbox talks in the workshop, and act as the HSE representative on matters during TBT's.
- Conduct regular workplace inspections to identify hazards, assess working conditions, and propose. corrective measures to management.
- Assist with the review of RA's & JSA's together with the Department Managers.
- Perform and maintain aspect and impact assessment; ensure proper control of HazMat and wastes.
- Collect monthly safety, occupational health, and environmental data; Track utility consumption, waste generation, and pollution control measurements required by Thai laws.
- Maintain accurate HSE records, statistics, incident register and action tracker, etc.
- Report HSE KPI status monthly and collaborate with the workforce for its target achievement.
- Conduct HSE Committee meetings regularly, present HSE status and act as its coordinator.
- Ensure that all HSE documents, as may be required, are translated into Thai.
- Ensure that BOL remain compliant with all Thai legal requirements in terms of Health, Safety & Environment.
- Assist with Inspections, Internal Audits, 3rd party audits and Accident investigations.
- Perform RSO role (if qualified) or liaise with 3rd party to manage the storage and transport of radioactive goods within BOL sites and businesses.
- Schedule and perform emergency drills in the workshop, identify scope for improvements.
- Assist the QHSE Manager with submitting documents to 3rd parties such as regulators or clients.
- Assist the Manager in responding to client enquiries about the BOL HSE Management System (questionnaires).
- Conduct HSE Induction for Employees, Contractors & Visitors as required.
- Train the workforce internally in essential HSE topics.
- Facilitate communication and feedback between different BOL departments.
- Assist with Project QHSE and any other function as may be reasonably defined and expected in this position.
- Able to travel to other destinations as the company Safety Officer if / when requested for short periods.
- Occasionally be called upon to work outside normal working hours and on weekends, when required for a project.

Education and/or Experience
- Must hold a Bachelor's degree in Public Health, Industrial Hygiene & Safety or equivalent.
- Must be certified and registered as a Safety Officer "Professional Level".
- At least 5 years of Oil and Gas Industry exposure.
Language Skills
- Must be fluent in spoken Thai and English.
- Must be fluent in written Thai.
- Must be proficient in written English.
- Must be able to read, analyse and interpret the most complex Thai & English HSE regulations, procedures & technical documents.
Computer Skills
- Must be able to use MS Office (Word, Excel, PowerPoint, Outlook, Visio), Adobe PDF and/or other organisation tools at a high level.
- Strong command of electronic presentation applications.
- Be interested in learning new skills as may be required.
Specific Knowledge & Skills
- Ability to perform effective and persuasive presentations.
- Extensive HSE Knowledge and Legal knowledge of HSE Thai legal regulations.
- Must know about ISO 9001, 14001 & 45001.
- Must hold First Aider training.
- Know Basic Firefighting and Emergency Response.
- Must hold a valid Thai driving license for cars.

Authorities
- Submitting documentation required by Thai authorities after they have been approved by the QHSE Manager.
- Stop any ongoing work by the company if not considered safe.
- Collect, collate and maintain accurate HSE statistics.
- Assisting / Performing near-miss & Accident investigations in any department if required.
- Performing HSE Induction training for employees, contractors, and Visitors.
- Issue and control PPE database and Stock levels.
Preferred
- Hold or intention to attain (with BOL assistance) OAP Radiation Safety Officer (RSO) Intermediate Level.
- Hold internal or lead auditor in ISO 45001 &/or 14001.
- Root Cause Analysis – Trained.
- Incident Investigation – Trained.
Work Hours & Benefits
- Monday - Friday from 08:30 to 17:00.
- Remuneration according to qualifications and experience.
