Consultant (Online Child Sexual Exploitation)
atUnited Nations (UN)Timely organization and delivery of planned activities, in accordance with deliverables, indicators and timeline.
The consultant is responsible for developing the course agenda, course material including a detailed lesson plan for each course, pre-test and post-test and a detailed after action report for each activity. The consultant will be responsible for delivering online and in-person training when permitted for up to 5 courses. Online deliver will be the expected delivery method subject to changing travel rules.
The Consultant will perform his/her functions under the overall guidance of the UNODC Cybercrime and Cryptocurrency Advisor and will work with other UNODC thematic experts throughout the development process of the training material and course delivery. All the outputs should be submitted in English and meet the satisfaction of UNODC according to the following indicators:
a. Quality of the materials produced
b. Technical competence
c. Timeliness of the delivery

Duties and ResponsibilitiesUnder the supervision of the Regional Cybercrime and Cryptocurrency Advisor, the consultant will develop a series of activities including:
Develop training content for a 3-day course for Online Child Sexual Exploitation and Abuse (OCSEA).
Deliver online or in-person training for Online Child Sexual Exploitation and Abuse (OCSEA) when scheduled, for up to 5 courses, which are 3 days each.

It is expected that, for the development of the Online Child Sexual Exploitation course the consultant must:
Draft training sessions (in English) built around the principal issues of consideration, which, among others, should include but not be limited to the following (subject to discussion between the Consultant and Supervisor):
- Victim identification techniques including the importance of international collaboration and contributing to Interpol's International Child Sexual Exploitation (ICSE) DB
- OSINT techniques that can aid in the investigation of OCSE and Victim Identification
- Dark web training and investigative techniques used to identify OCSE offenders that use tools to anonymize their activity on the Internet.
Consultant will deliver in person training, when possible, subject to compliance with entry requirements related to COVID-19. When travel is not possible or recommended, training will be delivered in an online format.
Note: the consultant must clearly highlight any information which the originator has not allowed to be placed in the public domain.
The incumbent shall be responsible for the design of a training plan, agreed by the Programme Advisor. All the training materials, course design notes should be handed over to UNODC along with mission reports.

- Attention to detail and the ability to deal diplomatically with high time pressure situations whilst maintaining high performance standards are essential.
- Ability to work under pressure and deliver under deadlines.
- Certification or other qualification in training design and delivery is desirable.
- Excellent analytical skills, and experience in drafting guidelines and/or training materials in the area of online child sexual exploitation is required.
- Previous experience gained from training police in an international context, particularly regarding victim identification training for child sexual exploitation media is required.
- Previous experience providing training in Southeast Asia or the Pacific is desirable.
- Proven ability to provide training in an international context is desirable.
- Experience gained from work for the United Nations and/or other international law enforcement organizations is desirable.
- Regional language skills (countries in Southeast Asia) are desirable.
