Project Management Manager

Reports to: Managing Director

Job Overview

The Project Management Manager will take ownership of major CAPEX and strategic projects, overseeing the full project lifecycle from initial concept through implementation and completion. The role is responsible for coordinating cross-functional activities, controlling project schedules and investment budgets, managing key stakeholders, and ensuring projects are delivered in line with agreed business, quality, and compliance requirements.

The position will also play an important role in supporting external partnerships with government organizations, the Board of Investment (BOI), and academic institutions to identify opportunities related to investment incentives, funding, privileges, and R&D collaboration.

Key Responsibilities

Project Leadership & Delivery

  • Manage assigned projects throughout the full project lifecycle, from project initiation and feasibility through execution, handover, and closure.
  • Establish clear project objectives, scope, milestones, deliverables, schedules, budgets, and resource plans.
  • Coordinate project activities across multiple functions to ensure alignment with agreed priorities and business requirements.
  • Monitor project progress and ensure delivery within approved timelines, budgets, quality expectations, and project scope.
  • Drive project execution and follow up on key actions to ensure timely completion of deliverables.

Stakeholder & Cross-functional Coordination

  • Work closely with internal departments, management teams, suppliers, contractors, and other external parties involved in project implementation.
  • Gather project requirements and ensure expectations are clearly communicated and aligned among stakeholders.
  • Lead project meetings, progress reviews, workshops, and coordination sessions.
  • Prepare and communicate project status, key milestones, challenges, and required actions to management and project sponsors.

Risk, Issue & Change Management

  • Identify potential project risks, constraints, dependencies, and implementation challenges.
  • Develop appropriate mitigation and contingency plans to minimize project impact.
  • Manage project issues and coordinate corrective actions with relevant stakeholders.
  • Escalate critical matters to management together with recommended solutions and action plans.
  • Monitor changes to project scope, schedule, cost, and resource requirements throughout the project lifecycle.

Budget & Resource Management

  • Develop, monitor, and control project budgets and capital expenditures.
  • Track project spending against approved budgets and financial targets.
  • Coordinate manpower, external resources, contractors, and other project requirements to support effective project delivery.
  • Optimize resource utilization while maintaining project quality and delivery expectations.
  • Monitor overall project performance against both financial and operational objectives.

Governance, Compliance & External Coordination

  • Ensure project activities comply with company policies, project management standards, legal requirements, and applicable regulations.
  • Maintain complete and accurate project documentation, records, approvals, contracts, and supporting documents.
  • Coordinate and maintain documentation related to regulatory and legal requirements connected with assigned projects.
  • Build and maintain effective relationships with relevant government agencies, BOI, academic institutions, and other external organizations.
  • Explore and support opportunities related to BOI privileges, investment incentives, government funding, research programs, and R&D partnerships that can contribute to the company's growth and competitiveness.
  • Promote continuous improvement of project management processes, tools, governance, and working practices.


Qualifications

Bachelor's degree in Engineering, Business Administration, Project Management, Information Technology, Economics, or a related discipline.

  • At least 10 years of relevant experience in project management, preferably involving complex, cross-functional, investment, or CAPEX projects.
