Duties and Responsibilities
Under the overall guidance and supervision of the Economic Affairs Officer of Innovation, Enterprise and Investment Section of the Trade, Investment and Innovation Division. The contractor will focus on providing logistical and administrative support to the Investment Promotion Department (IPD) for the effective day-to-day implementation of the LIFT 4 Laos initiative. The contractor will support coordination between IPD, ESCAP, DFAT, and other national stakeholders and ensure that operational aspects of project delivery are efficiently managed. Coordinate and track daily implementation of the LIFT 4 Laos workplan, including maintaining the activity schedule, budget tracking sheets, and administrative documentation. Serve as a liaison for logistical coordination between IPD, provincial authorities, line ministries, ESCAP, and DFAT. Assist in organizing and documenting internal and external meetings, workshops, and missions, including preparing meeting agendas, minutes, and logistical arrangements. Support the planning and delivery of in-country events and international study tours, including venue arrangements, travel and accommodation logistics, preparation of meeting kits, and coordination with participants. Maintain an organized archive of project documentation and ensure all records are up to date and accessible for reporting and audit purposes. Support the preparation and submission of administrative inputs for progress reports, including monthly implementation updates and logistics-related reporting inputs. Assist with procurement, vendor coordination, and follow-up on payments and contracts as required by the project. Provide basic translation support (Lao-English) for logistical materials and correspondence as needed. Ensure all logistical arrangements are aligned with ESCAP and DFAT quality, branding, and operational guidelines. This TOR is for a contractor to be embedded in the Investment Promotion Department to provide logistical and administrative support for the implementation of LIFT 4 Laos. The contractor will serve as the on-site focal point to facilitate day-to-day coordination with ESCAP and DFAT, assist in organizing meetings and missions, and support the timely delivery of project outputs. The IC will be hired for an initial period of 6 months, with the possibility of extension subject to satisfactory performance and evolving project needs. The selected candidate is expected to be based in Vientiane for the duration of the contract, hold a Laotian passport, and demonstrate strong proficiency in both Lao and English, including excellent oral and written communication skills.
Qualifications/special skills
- Master's degree in economics, administration, business, international development or related field is desirable. A bachelor’s degree will be accepted if the candidate has at least five years of relevant experience in the required and desired areas. - Experience providing logistical and administrative support to government agencies or development projects, particularly in the areas of investment promotion or economic development. - Familiarity with organizing official events, study tours, or capacity-building activities involving national and international stakeholders. - Strong coordination, organizational, and communication skills, with demonstrated ability to support multi-stakeholder processes and liaise with government counterparts. - Proven experience in managing logistics for meetings, workshops, and travel, including preparation of documentation, event materials, and follow-up reports. - Experience maintaining administrative records, supporting procurement processes, and ensuring compliance with donor or UN administrative procedures. - Fluency in Lao and English, with the ability to support translation and communication across both languages.
Languages
Professional fluency in both English and Lao is necessary.
