- Supporting the monitoring of programme workplan implementation and financial performance by providing necessary guidance on appropriate implementation modalities, ensuring timely financial analysis, identifying potential over/under-expenditure issues, and proposing remedial action in compliance with UNFPA s policies and procedures.
- Supporting the development of effective mechanisms for monitoring programme and project budgets; coordinating the compilation of financial data; and regularly providing accurate, up to date financial information.
- Interpreting financial policies and procedures and providing training and guidance to staff and project managers. Striving to identify innovative ways in which programme financial needs can be met within existing policies.
- Providing support for the management and monitoring of programme budget for core and non-core resources including analyzing utilization trends and bringing relevant issues to the attention of the programme manager with recommendations that support decision making.
- Maintaining an effective financial recording and reporting system, internal control and audit follow-up; and processing financial transactions in an accurate and timely manner.
- B. Knowledge Management and Sharing Support.
- Assisting in the archiving, filing and maintenance of up-to-date electronic mailing lists on programme matters.
- Contribute to the uploading and maintenance of selected information, best practice and lessons learned on the UNFPA document storage and/or knowledge management platform for future planning.
- Record and distribute minutes in a timely manner and assist the meeting coordinator by following up on agreed actions and implementation of tasks where appropriate).
- C. Administrative and Operations Support.
- Providing logistical support to projects by coordinating project-related meetings, workshops and events.
- Supporting resource mobilization efforts, by assisting with organizing and hosting donor meetings and events, including preparing relevant background materials for these events.
- Arranging mission travel for programme and technical team members.
- Supporting procurement activities related to the events for the programme and the Regional Office, ensuring compliance with UNFPA procurement procedures.
- Raising requisitions in the ERP system with inputs from designated clients.
- Support programme partners with the preparation of itemized cost estimates for activities in line with the rules and regulations of programme and financial management.
- Acting as a backup on selected functions for other programme assistants/programme associates during his/her absence as assigned by the supervisor.
- Carry out any other duties as may be required by UNFPA management.
- Completed Secondary Level Education required. First level university degree in Finance, Business, Public Administration or similar discipline is desirable.
- Six years of relevant experience in programme/project management, administration, finance or office management.
- Proficiency in current office software applications, web-based management and ERP financial systems.
- Thai and English language proficiency is mandatory.
- Knowledge of other official UN languages is desirable.
