The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
The General Services Unit (GSU) supports the ESCAP and UN Agencies, Funds and Programmes to deliver their programmatic mandates, by delivering coherent and cost-effective general services.
This position is located in the Travel, Transportation and Visa Services Sub-Unit (TTVS), General Services Unit (GSU), Commercial and General Services Section, in the Division of Administration. The incumbent reports to the Supervisor of TTVS.

Responsibilities
Under the direct supervision of Supervisor of Travel, Transportation and Visa Services Sub-Unit and overall supervision of the Chief of General Services Unit, the incumbent will be responsible for the following duties:
  • Calculates airfare, excess baggage entitlements, terminal expenses, daily subsistence allowance for ESCAP and its UN clients' staff and dependents traveling on official travel.
  • Provides information to staff and consultants on the most economical route, and plans routings and itineraries plus the most economical airfare rates for such travel as permitted by the rules and regulations.
  • Provides information on rates and travel schedules for specific itineraries. Analyzes travel data, via utilization of business intelligence software, for advance purchase compliance rate and other travel activities and provides recommendations on saving opportunities. Coordinates and conducts comparative price analysis of all DSS cleared LTA hotels in Bangkok for clients required hotel packages for bulk bookings.
  • Contacts airlines or travel agency to make reservations at least expensive fares, and requests issuance of tickets.
  • Initiates requests for visas. Provides guidance on visa document requirements from embassies to ESCAP and its clients staff for their official mission travels. Prepares and reviews all the supporting documents prior to submission of the visa applications to the embassies.
  • Reviews of travel claims and supporting documentation for completeness, accuracy, reasonableness, validity, and conformity with UN Rules.
  • Advises substantive offices, travelers, and other relevant staff of arrival information, requesting arrangements to be made accordingly for traveler.
  • Performs other related work as required i.e., assists Supervisor and Deputy Supervisor of TTVS in managing of local transportation staff and activities.

Education

High school diploma or equivalent is required.

Work Experience

A minimum of five years of progressively responsible experience in travel administration, including air travel ticketing and fare construction, routing, and travel reimbursement, or related area is required.
Experience in utilizing Global Distributions System (GDS) e.g., Amadeus, Sabre etc. as well as in the ERP systems relating to travel module is required.
Experience in travel data analysis and use of business intelligence (BI) software e.g., Microsoft Power BI, is desirable.
Experience in the United Nations Common System or international organizations is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of Thai is desirable. Knowledge of another official United Nations language is an advantage.

Assessment

Special Notice

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country. This post is funded from extra budgetary resources. The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.
