Result of Service

Under the direct supervision of the Programme Management Officer, the consultant is required to provide technical support for the effective and efficient implementation of the local training programmes on mercury management. The training packages developed by the Project should be used as a tool for capacity development. The work will also include the dissemination of the training packages to wider stakeholders.
Output 1: Provide support to partner countries to develop local training programmes by integrating the training packages into the programme agenda based on the national priorities and needs.
Deliverables:
a. Updated workplan plan for the local training programme concepts prepared by partner countries. [Delivery date: 31/03/2023]
b. Provide feedback on the development of the detailed training programmes taking into consideration their target audiences and selected topics. [Delivery date: 30/04/2023]
c. Produce a progress report of the implementation of the workplan. [Delivery date: 30/06/2023]
Output 2: Facilitate the implementation of training programmes in collaboration with national counterpart agencies as the organizers and provide technical backstopping to the substantive matter on mercury management.
Deliverables:
a. Concept note for local training programmes facilitated by the consultant, including agenda, speakers list, and participant details. [Delivery date: 30/04/2023]
b. Presentation documents for the training programme prepared by the consultant on the outline of the training packages. [Delivery date: 31/05/2023]
c. Analysis of feedback from participants via questionnaire survey after the implementation. [Delivery date: 30/06/2023]
d. Report on the local training programmes facilitated by the consultant. [Delivery date: 30/06/2023]
Output 3: Develop an online briefing programme to introduce the training packages to the wider stakeholders.
Deliverables:
a. Agenda on the online briefing programme that include training package as the introduction of the materials. [Delivery date: 30/04/2023]

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP's Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies,
management and governance.
UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region's natural assets and reduce the degradation of the environment.
The Minamata Convention on Mercury (the Convention) is one of the newest multilateral environmental agreements aiming at protecting the human health and the environment from anthropogenic emissions and releases of mercury and mercury compounds. The Convention entered into force in August 2017 and the Parties to the Convention must abide by the provisions stipulated to the Convention text. For the effective implementation of the Convention, it is crucial to identify the priority areas from available data concerning the status of use, emission/release, and disposal of mercury at national level and to interpret them into domestic policy.
United Nations Environment Programme (UNEP) is implementing a Japan-funded mercury project called "Project for promoting the Minamata Convention on Mercury by making the most of Japan's knowledge and experiences" to support its member states for the implementation of the Convention. Following the outcomes of the inception workshop, the needs of the participating countries are compiled into the project implementation plan. The Project has developed Training packages on mercury mass flow and monitoring that provide ready-to-use lecture materials in multi-media format. They are accompanied by the 'Users' manuals' to facilitate organizing training programmes locally.
The project seeks to recruit a consultant to provide technical support for the effective and efficient implementation of the local training programmes by using the training packages to improve national capacity for better science-based policy making
and implementation.

Qualifications/special skills
ACADEMIC:
An advanced degree in environmental science, chemistry, engineering, environment management or related field.
EXPERIENCE:
  • A minimum of 3 years of professional work experience at the national and/or international level in environmental management including substantive work on mercury management;
  • Experience with the development and/or implementation of activities directly related to the Minamata Convention is required;
  • Work experience in Asia and the Pacific region is desirable;
  • Experience with working for the UN or other international development organizations is desirable.
  • Experience in the development of training materials related to mercury and the Minamata
convention is an asset.
SKILL:
Basic knowledge on mass flow concept in terms of national material inventory development. Basic chemistry of mercury as a global pollutant. Excellent written and oral communication skills; excellent drafting, formulation, reporting and analytical skills in English.
Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in an Asian language both in oral and written is an advantage.
