Senior Information Systems Assistant - Business Process Automation

The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located in the Information Management, Communications and Technology Section (IMCTS), Division of Administration. IMCTS is responsible for delivering ICT Services to ESCAP HQ and its Sub-regional Offices and Regional Institutes (SRO/RI).

Responsibilities
Under the direct supervision of the Information Systems Officer and overall supervision of the Chief, Digital Transformation Unit (DTU), the Information Systems Assistant will be responsible for the following duties.
  • Provides support for computer information systems, databases and applications in business process automation and related areas; performs complex troubleshooting for various related applications.
  • Participates in the development, programming, testing, debugging and implementation of new business process automation and related applications and related software' releases, modules and functionalities; conducts version management.
  • Designs and develops computer application systems and programs to support business process improvement with MS Power Automate, MS PowerApps, Python and any other UN established standards for IT technologies and tools.
  • Installs computer application systems software and hardware according to specifications; monitors applications systems using appropriate monitoring tools and produces monitoring reports.
  • Manages, designs, creates, produces and maintains technical documentation for relevant business process automated applications and ICT solutions; manages and administers changes to technical documentation in accordance with prevailing change management and operation procedures.
  • Assists in developing/refining support and operations procedures for relevant computer applications systems, including programming requirements and recommendations to users for the programming interfaces.
  • Serves as team leader in projects dealing with the planning, specification, design, development, implementation and maintenance of simple computer application systems; liaises with users to define and specify requirements; builds, tests and modifies prototype computer application systems; performs installation and maintenance of computer applications systems in user offices.
  • Contributes to feasibility studies, systems analysis, design, development, implementation and evaluation and testing of computer application systems improvements and new computer application systems.
  • Assists in the identification of entity's business process change/transformation needs, including business process and document workflow analysis, organization and maintenance of document repositories; identifies classification schema, retention and archival procedures; designs and develops workflow systems; conducts research on document/information/knowledge management computer applications' tools, procedures and standards.
  • Provides support on computer application systems development matters related to business process improvement, including security and data backup and recovery.
  • Drafts correspondence and communications; including work plan revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.
  • Keeps abreast of developments in the field; conducts research on new technologies; performs benchmarking and proposes new acquisitions; assists in the implementation of new technologies.
  • Provides guidance and training to new/junior staff; plans day-to-day work and supervises other staff as required.
  • Performs other related duties as required.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Project management certification such as PRINCE II or Agile is desirable.
Certification in Business Process Automations platforms such as MS Power Platform or similar platforms is desirable.
Passing the GGST is required for recruitment consideration in the General Service and related categories in the United Nations Secretariat. Successful passing of the United Nations Administrative Support Assessment Test (ASAT) in English or French or successful passing an equivalent locally-administered test at Offices Away from Headquarters, may be accepted in lieu of the GGST. Have you passed such a test? (If yes, please indicate the year and duty station where you passed the test.) If you have not passed the test, indicate if you are willing to take the GGST. Applicants who have not passed the GGST at the time of application may be invited for the test after submitting an application.

Work Experience

A minimum ten years of experience in information systems analysis and programming, systems administration and maintenance, software development, technical writing or related area is required.
At least two years of experience in the hands-on development/configuration of automated workflows t/process automation using MS Power Automate, UiPath or comparable tools and programming languages is required.
At least two years of ICT project management or coordination is required.
Data administration, business intelligence and/or data analytics experience is desirable.
Experience in the United Nations Common System or international organizations is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

Assessment
