Result of Service

Under the direct supervision of the Regional Development Coordinator and in close coordination with the Deputy Regional Director (DRD) and substantive thematic leads on circularity in plastics value chain, who will provide strategic guidance, the consultant is required to conduct:
Prepare briefs (and associated PowerPoint presentations) for RCs/UNCTs. The consultant will design the templates of the a) detailed briefs for Thailand, Malaysia, Viet Nam and b) more succinct briefs for the remaining ASEAN countries on reducing plastic pollution and promoting circularity in plastics value chain.
Undertake consultations with UNEP regional office staff, Divisions and UNEP UNCT focal points in order prepare an analysis on the benefits to CFs and PoW implementation of UNEP's engagement with RCs/UNCTs and regional UN system and lessons learned and recommendations to upscale UNEP's engagement with the UN System in the region.
Output 1: Prepare template for the a) detailed briefs for Thailand, Malaysia, Viet Nam and b) more succinct briefs for the remaining ASEAN countries and methodology for information collection
Deliverable: Two templates and Concept indicating the process and methodology
Output2: Prepare briefs for RCs/UNCTs on reducing plastic pollution and promoting circularity in plastics value chain
Deliverable: Three detailed briefs and PowerPoint presentations for RCs/UNCTs of Malaysia, Thailand, and Viet Nam & shorter briefs for RCs/UNCTs of other ASEAN countries to inform annual CCA revisions and UN system planning on this issue including updates on the global such as UNEA to reach a global agreement of plastics based on information and data inputs and analysis of CCAs, CFs, Results Frameworks on plastic circularity & pollution.
Output 3: Prepare presentation materials from the briefs
Deliverable: PowerPoint (.pptx) slides on the briefs for presentations
Output 4: Undertake consultations with UNEP regional office staff, Divisions, and UNEP UNCT Focal points and draft an analysis on the co-benefits to CFs and PoW implementation to reduce marine plastic pollution by UNEP's engagement with RCs/UNCTs and regional UN system and lessons learned and recommendations to upscale UNEP's engagement with the UN System in the region.

Duties and Responsibilities

Purpose:
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.
UNEP's Asia and the Pacific Office geographically serves 41 countries across the region to promote and implement sustainable development solutions. It assists countries of the region pursue sustainability, particularly in their implementation of the 2030 Agenda for Sustainable Development including technical expertise, facilitating access to finance, undertaking cutting-edge science-policy assessments, offering advisory services and strengthening laws, policies, management and governance.
UNEP works with national and local authorities, civil society, other UN organizations, research institutions and the private sector to catalyze the efficient use of the region's natural assets and reduce the degradation of the environment.
Environmental activities have become an increasingly integral component of the work of the UN system, reflecting both the intrinsic links of environmental matters to a broad range of issues, as well as the growing importance attributed to the environment by the Member States through the governing bodies of the UN system. UN agencies are working with national governments to support the integration of environmental dimensions in its national plans and frameworks, as well as supporting countries to achieve Sustainable Development Goals (SDGs) and targets.
UNEP, in line with its normative mandate, provides advice and guidance to member states and the UN system on how to integrate environment and natural resource sustainability and resilience in the context of the agenda 2030. UNEP aims to contribute to the UN country teams (UNCTs), providing advice and guidance on how to integrate environment and natural resource sustainability and resilience into agency programmes and budgets, and their common country analysis (CCA) and the United Nations Sustainable Development Cooperation Framework (UNSDCF) or Cooperation Framework (CF). UNEP as a non-resident agency is increasingly aiming to deliver work in the country through partnerships with other UN agencies with UNEP supporting the design of the work and implementation led by country-based agencies with UNEP support. The United Nations Development System (UNDS) Reform thus presents an opportunity for UNEP to enhance its impact at the country level through increased engagement with Resident Coordinators (RCs) and UNCTs and strengthened support for the development Cooperation Frameworks and underlying Common Country Analyses. The UNDS Reform also provides an opportunity to strengthen UNEP's engagement in UN System platforms at the regional level. UNEP in turn sees the UNDS reform process as an enabler for helping it deliver better on its environmental mandate both within, and as part of, the UNDS.
The Purpose of the consultancy is to increase awareness of and guide UNCTs work on reducing plastic pollution and promoting circularity in the plastics value chain in ASEAN. This will be done by preparing briefs for RCs/UNCTs on reducing plastic pollution and promoting circularity in plastics value chain to inform CCAs and CFs.
Objective:
The overall objective of this consultancy is to produce key technical deliverables (mentioned under section 3 of this TOR) by developing country briefs on reducing plastic pollution and promoting circularity in plastics value chain with data and recommendations on plastic circularity & pollution to inform annual CCA revisions and CF design and development as well as updates on the global processes to reach a global agreement of plastics. More broadly, the consultant will also prepare an analysis on the benefits to CFs and Programme of Work (PoW) implementation of UNEP's engagement with RCs/UNCTs and regional UN system.

Qualifications/special skills
Academic Qualifications:
Advanced University degree having a focus on environment/development studies, natural resource management, sustainable development, political science, related discipline, or the equivalent combination of education and experience in a relevant field is required.
A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
  • At least 7 years of progressive experience in environment management, preferably including experience of working on joint UN initiatives and sustainable development goals, plastics value chain and marine plastic pollution.
  • Experience in Asia and the Pacific Region, and Regional and Sub-regional bodies is desirable;
  • Experience in the application of approaches in policy and business sector in Asia and the Pacific is desirable;
  • Demonstrated experience in developing communication and stakeholder engagement strategies, advocacy plans, media engagement etc. especially related to environmental issues required;
  • Working experience in a multicultural environment including United Nations is desirable
  • Demonstrated excellence in communications and writing skills
Language:
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
