The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.
The overall objective of the UNEP's Economy Division is to encourage decision-makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
This post is in UNEP's Economy Division, Energy and Climate Branch, Global Environment Facility (GEF) Climate Mitigation Unit, Bangkok duty station. Under the overall supervision of the Administrative Officer and the direct supervision of Senior Programme Assistant, the incumbent will be responsible for providing support in managing specific UNEP/GEF projects of the Asia Pacific portfolio and will be responsible for the following duties:

Responsibilities
• Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements for project proposal development.
  • Assists in the internalization of new projects, including preparation of draft legal agreements; preparing revisions for ongoing projects; preparing projects for closure.
  • Supports the Administrative Officer(s) in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern for the attention of the Administrative Officer(s).
  • Assists in the development of resource requirements for budget submissions and in the preparation of budget performance submissions.
  • Researches/compiles data and other information required by the Administrative Officer (s) in the review and analysis of relevant proposals.
  • Consolidates data and provides support to Administrative Officer/Finance/Budget Officer (s) with respect to budget reviews of relevant intergovernmental and expert bodies.
  • Assists the Administrative/Finance/Budget Officer (s) in the preparation/finalization of budget performance reports, performing preliminary analysis of variances between approved budgets and actual expenditures.
  • Assists in preparing supporting documentation for Consultancy and UN Volunteer recruitment and non-staff travel requests.
  • Prepares pre-commitments and commitments in UMOJA with supporting documentation and review them to ensure that funds are available and the correct account has been used.
  • Assists in reviewing the financial, audit and other administrative reports (e.g., inventories) from Executing Agencies and making recommendations.
  • Assists in the financial backstopping of Global Environment Facility (GEF) funds and other Global funds, including monitoring the approved funding, generating expenditure reports from UMOJA and monitoring reporting requirements by the GEF and other Global partners.
  • Assists the Administrative Officer/ Finance/Budget Officer (s) in the reviewing and issuance of allotments.
  • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued.
  • Reviews draft reports, verifying overall accuracy, consistency and uniformity in the presentation, and ensuring comprehensiveness and compliance with the format prescribed by the GEF Secretariat; cross-checks consistency of figures in tables with the text of the reports, and verifies references to other reports and documents, bringing errors to the attention of the Administrative Finance/Budget Officer(s) concerned; ensures that all necessary corrections are incorporated in the reports; coordinates with other finance and budget staff on related issues during preparation of budget reports.
  • Provides guidance to Executing Agencies on financial reporting as per the project cooperation agreement with those agencies, and on the templates to be used for meeting these reporting requirements.
  • Assists in the follow-up on outstanding financial and technical reports with the executing agencies.
  • Tracks circulation of new project internalizations and all projects' revisions through UNEP clearance and approval process
  • Verifies and prepares payments to third parties, commercial entities, and individuals.
  • Reviews incoming payment instructions with regard to banking details and sources of funds.
  • Prepares payments for final disbursement by Cashier.
  • Dispatches payment instructions to UNON Treasury and provides remittance advices to Executing Agencies.
  • Notifies payees of status of payments.
  • Assists staff members, consultants, executing agencies, the GEF Secretariat and the GEF Coordination Office, UNEP regarding queries on payment/funding issues.
  • Files and archives electronically documentation as required.
  • Keeps updated on documents/reports/guidelines that have a bearing on matters related to programme budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters.
  • Maintains and keep up-to-date financial and project tracking databases and files.
  • Provides administrative support to the Administrative/Finance/Budget Officer(s), Programme Officer in charge of the Asia Pacific Portfolio, and/or the Head of the organizational unit, as required.
  • Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
  • Assists with visualizations and updating information material such as web pages or brochures.
  • Performs other related duties, as assigned.

Education

High school diploma or equivalent is required. A professional qualification in an accounting or finance related subject is required.
Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Services and related categories in the United Nations Secretariat. Successful passing of the Administrative Support Assessment Test (ASAT) in English at the United Nations Headquarters (UNHQ), Economic Commission for Africa (ECA), Economic and Social Commission for Western Asia (ESCWA), United Nations Office at Geneva (UNOG), United Nations Office at Vienna (UNOV), International Criminal Tribunal for Rwanda (ICTR) or International Criminal Tribunal for the former Yugoslavia (ICTY) may be accepted in lieu of the GGST.
The GGST is administered to applicants when required before the administration of a written assessment and/or interview.

Work Experience

A minimum of five (5) years of experience in administration, finance and budget administration or related area is required.
Experience working with Enterprise Resource Platform (ERP) such as Systems Applications and Products (SAP) is required.
One year (1) or more of experience in data analytics or related area is desirable.
Experience with finance or administration within the UN system is desirable.
Experience working with Global Environment Fund (GEF) Projects or similar Internationally/global donor funded projects is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required.
NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.

Assessment

Appointment against this post is for an initial period of one year and may be subject to extension.
