The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP's role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.
This position is located in the Financial Reporting Unit, Financial Resources Management Section, in the Division of Administration. The incumbent reports to the Senior Finance Assistant.

Responsibilities
Under the direct supervision of the Senior Finance Assistant and overall supervision of the Chief of Financial Reporting Unit, the incumbent is required to perform the following functions:
Budget:
  • Prepares supporting documents (narrative and supporting tables) with respect to finalization of cost estimates, budget proposals, in terms of staff and non-staff requirements and/or the asset related transactions and settlements.
  • Assists managers in the elaboration of resource requirements for budget submissions, fixed asset and AUC related policy guidance.
  • Undertakes research and provides support to all stakeholders with respect to budget and expense reviews and monitoring for the cost collection of capital projects.
  • Monitors expenditures and compares with approved budget; prepares adjustments as necessary on the capital projects, fixed asset and inventory transactions.
  • Reviews requisitions and purchase orders for goods and services to ensure (a) correct objects of expenditure have been charged in accordance with IPSAS policy and (b) availability of funds.
  • Assists in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures for the capital projects.
  • Monitors integrity of various financial databases on the inventory and fixed assets and AUC related transactions.
  • Verifies accuracy of input data, ensuring consistency of data in previous allotments to new allotments issued and ensuring the appropriate materials IDs used for the transactions related to fixed asset and AUC.
  • Co-ordinates with other finance and budget staff on related issues during preparation of budget reports, ad-hoc and year-end asset accounting reports.
Claims:
  • Reviews, analyses and prepares payments to third-parties, commercial entities, with respect to settlement of invoices pay and allowances, and review the payment transactions involving AUC and fixed asset acquisitions.
Treasury:
  • Monitors/reviews methods used to remit payments and supervises investigation of non-receipt of payments.
  • Assists cashier in the daily operation of the Cashier's Unit responsible for the transmittal of payments worldwide.
  • Reviews incoming payment instructions with regard to banking details and sources of funds.
  • Prepares payments for final disbursement by Cashier.
  • Dispatches payment instructions and cheques to banks.
  • Creates receipts and deposits for all incoming funds and performs regular reconciliation of bank accounts.
  • Notifies payees of status of payments.
  • Assists staff members, Fund Management Officers and donors regarding queries on payment and deposit-related issues.
  • Identifies and annotates bank account movements.
  • Monitors bank balances worldwide.
  • Assists Cashier in cash management and investment issues, including cash flow forecasts.
  • Liaises with banks worldwide regarding outstanding items and payment instructions.
  • Investigates complaints of non-receipt.
  • Monitors cheque stock and orders new stock as required.
  • Files and archives as required.
General:
  • Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and asset accounting, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
  • Drafts or prepares correspondence to respond to enquiries in respect to relevant financial and budget matters related to asset accounting function.
  • Maintains and keeps up-to-date files.
  • May be responsible for providing guidance, training and daily supervision to other general service staff and all stake holders outside of finance in the area of responsibility.
  • Performs other related duties, as assigned.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

A first-level university degree in business administration or finance or accounting is desirable.

Work Experience

A minimum of seven years of progressively responsible experience in finance, budget, accounting or related area is required.
Experience in the United Nations Common System or international organizations is desirable.
Experience with the UN's or related international organization's financial policies and processes is desirable.
Experience in working with International Public Sector Accounting Standards (IPSAS) is desirable.
Experience in working with Asset Accounting Module of an Enterprise Resource Planning (ERP) system is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Special Notice
